OFAC has designated Tadamasa Goto as a Specially Designated National, for his alleged associations with the Japanese Yakuza criminal network. The Yakuza has been designated for being a transnational criminal organisation (TCO) since 2011, and Mr Goto is said to have served in several senior leadership positions within its largest group, the Yamaguchi-gumi. Having been expelled and forced into retirement in 2008, Mr Goto is said to continue to associate with several Yakuza-related companies that he uses to facilitate both his legitimate and illicit business activities, and continue to launder money for the Yamaguchi-gumi and his semi-defunct Goto-gumi group between Japan and Cambodia, where he is resident. He is also said to have established links with the violent Namikawa Mutsumi-kai group, recognised by Japan as a Yakuza group.
In the US Treasury’s press release, OFAC’s Acting Director John Smith stated that “Tadamasa Goto possesses deep ties to the Yakuza and has been instrumental to its criminal operations around the world”.
