US to add Russia listings after Panama Papers leak

Reports suggest that OFAC will search the 11.5m files leaked from Panamanian law firm Mossack Fonseca for information about people and entities who have helped to circumvent US sanctions on Russia.  Last year, the US designated several people and entities for playing a part in circumventing its Russia and Ukraine sanctions (see previous blog) and there is some suggestion that a list of new US designations could be published in June.  June is also when the EU will vote on whether to renew its sanctions on Russia.  A former deputy assistant secretary of state for sanctions has commented “clearly this trove of documents has the potential to give OFAC a number of leads and to help build the actual evidence” to support new designations.
