Initial Imposition of EU Sanctions and Subsequent Amendments

In response to the civil war in Liberia, the UN initially imposed an arms embargo in 1992, and it was in 2001 when this was refreshed that the EU joined the UN in imposing such measures (2001/357/CFSP).

These sanctions not only covered the export of arms and related materiel but also banned the import of rough diamonds from Liberia, as well as a travel ban on senior members of the Liberian government and military.

EU sanctions kept pace with those imposed by the UN, in 2006 lifting the restrictions on the Liberian timber trade and excluding from the arms embargo vetted sections of the Liberian police and army.

UN and EU sanctions on Liberia have now been entirely lifted, following progress towards peace, democracy, and disarmament. This includes asset freezes and travel bans on former Liberian President Charles Taylor and associates as well as the arms embargo.

UN Sanctions

UN sanctions have set the pace for EU measures, most of which have simply implemented UN restrictions.

Most recently the UN has lifted the arms embargo on the Liberian government (UNSC Resolution 1903), though this remains in place for non-governmental entities.

Categories of individuals and entities targeted by the restrictive measures are:

  • Those deemed a threat to the peace process in Liberia.
  • Those who violate the arms embargo
