Initial Imposition of EU sanctions & Subsequent Amendments

EU sanctions have been imposed in relation to events in the Ukraine since March 2014 and take two forms: one set relate to threat to the territorial integrity and sovereignty of the country; and the other to the misappropriation of public property (see ‘Ukraine Sanctions’).

The former include travel bans and asset freezes against decision makers in Russia and individuals in the Crimea who are considered to be involved in threatening Ukrainian sovereignty. This has subsequently (May 2014) been expanded to include those undermining the stability and security of the Ukraine.

UN Sanctions

There are no UN sanctions in force against the Ukraine. EU sanctions are imposed pursuant to the EU’s autonomous Common Foreign and Security Policy powers.

Form of the Sanctions

Travel bans

Asset freezes

Prohibition on EU companies providing financial services to Russian banks, etc.

Criteria for Inclusion in Targeted Measures

Categories of individuals and entities targeted by the restrictive measures are:

  • Individuals whose actions threaten the territorial integrity of the Ukraine.
